KEYNOTE SESSION
Brownfield development makes good environmental and economic
sense, but what really makes property attractive to a company
looking to relocate or expand? McCallum Sweeney is a site selection
consultant often hired by companies to 'bird dog' potential properties.
Mark Sweeney will share his insights into how brownfield development
can be tailored to meet the needs of the ultimate site occupant.
Honorary Chair Mark Schneider, The Rubinoff Company, will officially
open the Business of Brownfields at our 1:00 General Session.
Opening welcome remarks will then be offered by Allegheny County
Chief Executive Officer Dan Onorato.
Mark Sweeney will
then kick off the program portion of the General Session by discussing
his firm's role as a site selection consultant, and how the Western
Pennsylvania Region addresses these needs and requirements. Mr.
Sweeney will then be joined by a panel of distinguished representatives,
for a give-and-take exchange in where Pennsylvania stacks up to
the needs of business and industry. The panel will include PA
DEP Secretary Kathleen McGinty; Eloise Hirsh, The Southwestern
Pennsylvania Regional Planning Commission; Frank Horrigan, Governors
Action Team: SW Regional Office; Mark D. Lay, Commonwealth Financing
Authority; and Karl D. Ishman, PE, PLS, Pennsylvania Department
of Transportation. The panel will be moderated by Bill Flanagan,
Allegheny Conference on Community Development.

AN IMPORTANT NEW ACRONYM IN BROWNFIELDS
Session 1A

This session will answer the following questions about GFPR (guaranteed
fixed price remediation), a relatively new concept designed to address
the remediation obligations and other environmental legacy liabilities
associated with Brownfields development:
- what exactly is GFPR;
- when should I consider GFPR?;
- which business and/or regulatory elements drive GFPR as an effective
option, and which don't?;
- what types of firms offer GFPR programs and what are some of
the differences (e.g. pure liability transfer, land acquisition,
deal size, federal vs. commercial projects, etc.)?;
- where is the fine print and what are key GFPR contract design/considerations
(scope, performance security, etc.)?; and
- why is GFPR such a hot topic?
The panel will also provide examples of GFPR in action.
