Rivers Casino - A Case Study in Riverfront Brownfield Redevelopment

The site of the future Rivers Casino began as two mud flat islands in the floodplain at the confluence of the Allegheny and Monogahela Rivers. Over the next two centuries, these channels and mud flats were progressively filled and converted to land that was used for a variety of industrial uses that included coal gasification plants, railroad yards and steel mills.
Thirteen acres of this area was eventually selected through a competitive process by the State of Pennsylvania as the site of the City of Pittsburgh's only casino. This site presented both challenges and opportunities. Opportunities because of its dramatic riverfront setting, good highway access and proximity to other entertainment venues on the North Shore of the Ohio River such as Heinz Field and the Carnegie Science Center. Aside from the familiar issues of Brownfield sites, the project design team was also challenged by an extremely aggressive design and construction timeline, a complex public approval process that included several lawsuits and the need to conform to new, and at times, conflicting environmental regulations.
This presentation will begin with an overview of the project's design and development history and will then focus on the site development issues peculiar to the riverfront site. These topics will include the structural capacity and environmental status of site soils and groundwater, the needs for new utilities and infrastructure, compliance with the new state guidelines for stormwater management and the complex task of managing multiple consultants and government regulators.
