Job Title: Deputy Director
Department: Public Works
SALARY: $85,000 per year maximum

Minimum Requirements:
Bachelor's degree in Civil Engineering, or related field AND Ten (10)
years of progressively responsible professional engineering experience
related to highway/bridge/building work, Four (4) years of which shall
have been in a supervisory or administrative capacity. A current professional
engineer's license as issued by the Commonwealth of Pennsylvania also
is required. Experience in mechanical/electrical engineering and construction
preferred.
A current, valid, PA Driver's License is required prior to appointment.
Position Summary:
Under the general direction of the Director, this administrative and
professional engineering leadership position related to the general
management of the Department of Public Works is primarily responsible
for managing the work of the Engineering Division regarding inspection,
maintenance, design and construction of County roads, bridges, parks
and buildings.
Duties:
• Manages all functions related to the design and construction
of County capital improvement projects.
• Supervises, directs, and coordinates complex, multi-disciplined
projects executed and managed by engineers, technical assistants and
clerical personnel.
• Ensures all work is completed in accordance with established
• policies, procedures, rules and regulations, budgets and schedules.
• Prepares annual capital budget for all roads, bridges, parks
and buildings.
• Evaluates employee work and performance, recommending and implementing
disciplinary actions and performance improvement measures.
• Manages employees in strict accordance with applicable laws,
regulations and established policies including union agreements to ensure
fair and standardized treatment of employees.
• Provides training and technical assistance as required.
• Acts as a liaison to coordinate the work of consultants, contractors
and departmental personnel.
• Supervises negotiations with consultants and contractors as
required.
• Informs the Department Director of problems and recommends and
implements corrective action.
• Works closely with the Deputy Director of Administration and
Operations regarding planning, administering and controlling the capital
budget and project accounting.
• Works with other government agencies to coordinate planning,
funding and various engineering reviews of all assigned projects.
• Oversees capital reimbursement programs.
• Consults on maintenance problems related to roads, bridges,
parks and buildings.
• Performs activities and functions of related lower-level personnel
and other related duties as assigned or required.
• Maintains records and prepares accurate reports, correspondence,
etc.
• Performs other related duties as required or requested.
Knowledge, Skills, and Abilities:
Knowledge of:
• Principles and practices associated with architectural and engineering
design
• Computer assisted design
• Construction materials and techniques
• Fiscal and budgetary procedures and federal and state funding
programs
• Negotiation of contracts with consultants and contractors and
their interpretation and enforcement
• Mechanical and electrical engineering
Ability to:
• Manage complex multi-disciplined capital improvement projects
and complete projects within budget and on schedule
• Apply local, state and federal regulatory codes and standards
• Evaluate design and/or construction work
• Supervise and direct professional, technical and clerical

• Plan, monitor and evaluate the work of self and others
• Communicate effectively, both orally and in writing
• Establish and maintain effective working relationships with
• supervisors, associates, outside agencies and the public
Attend meetings and engagements during the evenings, throughout Allegheny
County or in Harrisburg as necessary
Residency: Must become a resident of Allegheny County within one year
of appointment.
